Owner-operators were hoping that a small business exception would sneak its way into the ELD mandate at the final hour, but that didn’t happen. The FMCSA made a few changes in the final ELD rule that are supposed to ease the pain. For example, the rule doesn’t require that the ELD be able to track the truck’s location in real-time, and it doesn’t have to include in-cab communication. But the big picture stays the same: Owner-operators will have to start using electronic logs by Dec. 16, 2017.
