FMCSA registration modernization: What to know about the new Motus system

What is the FMCSA Motus registration system?

FMCSA’s Motus registration system is the federal government’s new platform for managing motor carrier authority, USDOT numbers, and FMCSA compliance filings. It launched on May 14, 2026, replacing the decades-old Unified Registration System (URS) and several other legacy platforms that carriers, brokers, and freight forwarders have relied on for years.

Motus registration consolidates what previously required multiple logins, separate forms, and different government websites into one dashboard. It’s the most significant overhaul to FMCSA’s registration infrastructure since the URS was introduced.

If you operate under a USDOT number or MC authority, or you’re working toward getting one, Motus is now the system you need to know.

What changed when Motus launched

One platform for all registration activity

Before FMCSA modernization (Motus), managing your FMCSA authority meant navigating multiple disconnected systems. Motus registration portal brings all of it into one place:

  • USDOT number applications and updates
  • MC operating authority applications
  • FMCSA Biennial updates (MCS-150)
  • Company information management
  • Authorized user access

Identity verification is now required

New registrants must complete an identity verification process as part of any new FMCSA registration. You’ll need a government-issued ID (passport, driver’s license, or resident card) and a smartphone or tablet to complete a facial scan through FMCSA’s verification partners, IDEMIA and CLEAR.

This is a new FMCSA rule with no equivalent in the old system.

Business verification is now required

FMCSA now validates your legal name, principal place of business, ownership structure, and registration compliance at the time of filing. The system checks that your information is consistent and legitimate before processing your application.

Real-time data validation 

Motus registration system checks your information as you enter it, flagging inconsistencies before they become rejections. Gaps between your FMCSA registration, insurance filings, and state records are now easier to surface – and harder to paper over.

Paper forms are being phased out

FMCSA will still accept MCS-150 and OP-1 series forms during the transition period, but paper submissions may take a minimum of eight business days for initial review. Motus is faster. Eventually, it will be the only path.

What’s not changing under Motus (for now)

In response to industry feedback, FMCSA confirmed that the initial Motus launch does not include:

  • Safety Registration requirements
  • Elimination of MC/FF/MX docket numbers
  • Changes to the BOC-3 form filing process

These changes remain under consideration and will require formal rulemaking and public comment before implementation.

Does Motus affect carriers who already have authority?

Yes. Your existing motor carrier authority stays valid. You don’t need to re-register immediately. What changes is how your regulatory profile is seen.

Motus validates carrier data in real time, which means your FMCSA compliance standing is more visible to FMCSA, to brokers vetting your company, and to insurers reviewing your records at renewal time. Outdated information, name mismatches, or incomplete filings that might have slipped through the old system are now easier to identify.

Carriers with clean, current records will transition smoothly. Carriers with gaps in their records may face questions from underwriters or delays when making routine motus registration update requests.

How to prepare your FMCSA records for Motus

Whether you’re getting authority for the first time or you’ve been running freight for years, these steps apply:

  1. Log in to your FMCSA Portal and confirm your account is active. If you don’t have an account, create one now – you’ll need it to claim your USDOT number in Motus.
  2. Verify the Company Official listed on your account. This must be the company owner or an authorized internal employee – not a third-party service provider or consultant. The Company Official’s Login.gov email must match what they’ll use to access Motus.
  3. Review your business information. Confirm your legal name, address, and ownership details are accurate and consistent across your USDOT number records, insurance filings, and state records.
  4. Complete your FMCSA biennial update. If you’re behind on your MCS-150, address it before interacting with Motus to avoid complications.
  5. New registrants: have your LLC and EIN ready. You’ll need these before starting the motor carrier authority application process.

What is Motus FMCSA? 

Motus is FMCSA’s new online registration platform, launched May 14, 2026. It replaces the Unified Registration System and consolidates USDOT registration, operating authority applications, biennial updates, and other FMCSA registration services into a single dashboard.

Do I need to re-register under Motus if I already have a USDOT number? 

No. Existing USDOT number registrations remain valid through the transition. However, carriers should ensure their FMCSA Portal account is active, and all company information is correct. Otherwise you will be locked out of the FMCSA Portal. Please make sure the correct company official, roles and phone numbers are correct before May14th, 2026. Once this has been completed you may claim your MOTUS account. 

What do I need to access Motus? 

You’ll need an active FMCSA Portal account and a Login.gov email that matches the Company Official listed on your account. New registrants will also need a government-issued ID and a smartphone or tablet for identity verification.

What happens if I keep using paper forms? 

FMCSA will continue accepting traditional forms during the transition, but paper submissions may take a minimum of eight business days for initial review. FMCSA expects to eventually require use of Motus registration through formal rulemaking.

How long does it take to get motor carrier authority through Motus? 

The process typically takes five to seven weeks from application to approval, covering federal and state review, insurance, and BOC-3 process agent requirements. Errors or incomplete applications extend that timeline.
